

Creating Efficiencies in Medicaid Program Management
When the Affordable Care Act allowed states to provide home and community based (HCBS) attendant services and supports to Medicaid beneficiaries through the “Community First Choice Option” in October 2011, the state of Maryland was one of the first to jump on board. All of this was part of a state commitment to allow seniors and those with disabilities the chance to live and receive needed care and services in their homes and communities, rather than a traditional institution.
But without a comprehensive technological infrastructure and approach, the state’s administration of the Community First Program was unorganized and piecemeal, resulting in inefficiencies and redundancies in program administration.
That’s where FEI came in.
FEI implemented LTSS Maryland in November 2013, a web-based enterprise case management application that consolidated all functionality and data from four legacy systems and provided flexibility and scalability to manage additional Medicaid programs. Today, LTSS Maryland supports 14 waivers and programs and serves multiple populations such as the developmentally disabled, elderly and physically disabled, and those affected by traumatic brain injury.

We also developed and implemented an electronic visit verification (EVV) system, known as In-home Support Assurance System (ISAS), which was integrated seamlessly with LTSS Maryland in 2015 to further reduce paperwork and automate service tracking, billing and claims payments. In fact, as of December 2021, our solutions have helped the state process and pay more than 32 million claims.
But that’s not all. In 2017, we introduced a provider portal to the platform in December 2017, allowing providers to review, enter, modify, and resolve issues with billing, access participant information, and allowing Maryland Department of Health authorization of manual billing requests by a provider. LTSS Maryland serves more than 41,000 clients, over 2,500 provider organizations, and more than 4,000 active users – state staff, administrative contractors, billing agents, fiscal intermediaries, etc. today.
Our teams continue to upgrade LTSS Maryland with monthly releases, to serve the changing needs of the state and offer more robust services for program management. Currently, the LTSS application provides comprehensive auditing, including user system access, data changes, and user data access. All data is tracked including billing, invoicing, reporting, and any EDI transactions.
As one of our longest clients, we are proud of our long history with the state of Maryland and look forward to our continued partnership. In 2020, Maryland renewed its contract with FEI Systems for another five-year project term.
